(2) Could be loaded ahead of need.
$Post = PowerExpand;
F[xxxxx, Sqrt[meter^2],yyyyy]
F[xxxxx, meter, yyyyy]
Or, to restrict the range of application.
$Post = (#/.Sqrt[meter^2] -> meter)&;
F[xxxxx, Sqrt[meter^2],yyyyy]
F[xxxxx, meter, yyyyy]
