The missing labels on frame ticks is a bug. Here's what I received from WRI technical support on this back in June: Now, about the problem with not being able to specify FrameTicks on the top and right sides of the frame, this is a bug. It will be fixed in a later version of Mathematica. There may be a way to put the ticks you desire on the plot by altering the graphics primitives, but this would be quite complicated. We apologize for any inconvenience this bug may have caused.
