Network licenses; bad behavior

We have several network licenses for Mathematica in Engineering labs, and
the lab manager has noticed a very unpleasant behavior of the license
manager, to wit, that when one attempts to start a Mathematica session and
gets the message 'Mathematica unavailable', there is no way to tell whether
it is unavailable because the license server went down or because all the
licensed sessions are in use. It is important to know both when the license
server has gone down (so it can be restarted) and to know when the session
limit has been exceeded (so one can decide whether to license more
sessions), but the network license manager make this impossible.
Do others have this same concern? How has Wolfram responded to you?
