The source of my erroneous recollection is page 135 of Wolfram's book, 2nd Edition.

``There are, however, some cases in which it is much better to have Mathematica evaluate  
f  before it starts to make a plot.  A typical case is when .....''

Note the words, ``much better'',  which is an understatement if ever there was one.

Apologies to all who wasted anytime on this question.
