Use "Series" in conjunction with "Normal" to expand and truncate:

In[1]:=

t1 = a0 + a1 q + a2 q^2 ;
Normal[Series[t1^4, {q, 0, 2}]]
Out[2]=
                            2
  4       3          4  6 a1    4 a2   2
a0  + 4 a0  a1 q + a0  (----- + ----) q
                           2     a0
                         a0
