control the messages

Hello:

I would control the messages

	   General::spell .......................

or

	   General::spell1 .......................

With this purpose I wrote at the begin of Program 
(or Package)

   Off[General::spell]   and   Off[General::spell1]

But the error-messages continue.  Why ?
