Fouriering sound data

I would like to analyze sound waves (vowel sounds) on my
computer.  I believe some kind of Fourier analysis will 
do that.  Has anyone a programmable algorithm on how to
perform the analysis.  Let's say that I have a sound wave
sampled at rate 10 kHz.  The pitch is 100 Hz and resolution
is 8 bits.  One wave length is 100 bytes.  Acoustically
speaking I would like to know the harmonics for the sound.
The wave could then be reconstructed by adding sine waves8
the amplitude of each wave corresponding to the level
of respective harmonic.

There might be programs that perform this8 but I still 
would need the algorithm.  I'm planning a speech synthesizer
and need to do the programming myself.
