According to Andre' Kuzniarek in his article, "The Graphics Designer: Graphics Editing Outside of Mathematica", in vol 5 iss 4 of The Mathematica Journal, if you convert to clipboard to Illustrator format before saving in a file, Photoshop can open the file.
