Importingf a PICT

I can cut and paste a scanned image into a notebook, but I would like to
draw on top of these images (they're topo maps, actually).  Is there a way
of importing these PICTS so that they have a varible name (so I can use
the standard Show[] to combine Graphic objects on top of the image?)
