SetAttributes[setsub,HoldFirst]

setsub[M_,L_,pos_] := Array[ ( M[[##2]] = L[[Sequence @@ #]] )&
                             [ {##}, Sequence @@ ({##}+pos-1) ] &,
                             Dimensions[L] ]

Then setsub[M,L,{p,q}] should produce the desired results.
