To sort on column n:
n = 1; Sort[A, #1[[n]] < #2[[n]]&]
{{1,2,7,8},{2,3,4,5},{6,9,2,1}}
n = 3; Sort[A, #1[[n]] < #2[[n]]&]
{{6,9,2,1},{2,3,4,5},{1,2,7,8}}
