Yes, Mathematica does what you are looking for (via MathLink -- see
WRI's web site) . . .
I also think the software you are using, MathCad, will do the trick.
While I haven't played with this particular feature of MathCad, I do
know that versions 3.5 through 6 can call C routines (I not sure about
vice-versa), and the newest version 7 (which is pretty interesting) has
a new application called MathConnex which I think will do what you
desire. Other programs you might consider are MatLab, and Maple, these
also have the desired feature you mention.

    I have used all of these programs and other mathematical computer
tools, but I must say that Mathematica and MatLab (especially the
latest releases) are my favorite mathematical tools on the computer.
Master these two tools , and your computer analyses, modeling,
exploration, and just plain play will  become all the more fun . . .
and maybe even productive.
