Notebook Variables

Clearly the Mma 3.0 front end has the capability to calculate such items as

figure numbers section heading numbers etc.  and there are style sheet 
template examples of these.  I wish to create a template where a document 
reference is in a cell style "Reference" and the footer contains the 
content of the cell on each page.  It is not obvious from any documentation

I can find how this can be done.  Help would be much appreciated.
