ContourPlot[Mod[x^2+y^3 ,4 ], 
	{x,-3,3},{y,-3,3},
	Contours ->{2}, PlotPoints -> 50];

("True" is black)
PlotPoints -> 50 increases plot definition. Contours ->{2} causes the
contour at height 2 to be drawn.
