mathematica V 2.2 win95

When I start up mathematica and try to do a calculation matlink dus not
work propperly, my cell get locked I already got some info from wolfram
but that dit not solve the problem They suggested to change something
in kernels-protocols and than ad local, but wat ever I do nothing
helps.

How can I fix this problem
