That's me. The Notation package is on the WRI site. However, because 
of organizational reasons it has moved to:

http://resources.wolfram.com/packages/notation/

The notation package has definitely changed in 4.0. Its now much better :)

Subscript handling however has remained the same in Mathematica 4.0.
