Ctrl-space no good (ver 3 or 4, Windows 98)

The Ctrl-space keystroke combination is supposed to take one out of, for
example, superscript position in 2-dimensional input.  But on my Windows
98 PC running Mathematica 4.0, as it did running Mathematica 3.0,
Ctrl-space simply removes the focus from the current notebook window!

What's wrong?
