Log[a*b] - Log[b] /. Log[x_*y_] -> Log[x] + Log[y]

or

Log[a*b] - Log[b] /. Log[x_]- Log[y_] -> Log[x/y]

or

Log[a*b] - Log[b] // PowerExpand
