You could calculate the function from its power series

Series[ArcTan[x], {x, 0, 8}]

Sum[-(-1)^n * x^(2n - 1)/(2n - 1), {n, 1, Infinity}]

ArcTan[x]

or you could check whether VB6 -- like VBA -- has the function 

    Atn(number)
