Some help is provided in Help>HelpBrowser>Other Information>Style Sheets.

For your specific question: here are some steps on my  machine

- create a new notebook (File>New)
- type something into it
- attach a provate (for safety) style sheet to it  (Format>Edit Style
Sheet>Import Private Copy)
- select the cell Notebook Options >Prototype for the style: "Notebook"
- display the cell expression (Format>Show Expression)
- past following  at the end  of the cell expression

  ,
  Background->RGBColor[0.8, 0.7, 0.5],
  Magnification->2,
  WindowMovable->False
- reformat the cell (Format>Show Expression)

The changes will be seen immediately in  the notebook.

- use File>Save As to save it to the following directory

C:\Program Files\Wolfram \
Research\Mathematica\4.0\SystemFiles\FrontEnd\StyleSheets
(the first part of this path may be different for you)

- restart Mathematica
- look at the available style sheets (Format>Style Sheet)

The new style sheet is included.

It can be further modified.
