Open the Option Inspector by clicking Format -> Option Inspector. Set option values at Global level. Then, open the following menu: Formatting Options -> Font Options -> Font Size: 14. Now, the front end for all notebooks and Help Browser text will be 14 point. I did check this procedure using Mathematica 4.0.2 under Windows 95 and it's OK.
