Looks like a bug to me. Try this instead:

Integrate[Sqrt[1 + Cos[x]^2], {x, 0, b}] /. b -> Pi/2

Using Mathematica 4.0 it returns

Sqrt[2]*EllipticE[1/2]

which agress numerically with 

NIntegrate[Sqrt[1 + Cos[x]^2], {x, 0, Pi/2}]
