I've been surfing the web for an answer to this question all day, and
it appears that NDSolve can only handle two independent variables. 
This was outlined expressely for Mathematica 3.0 on the Wolfram
website, and tacitly outlined for Mathematica 4.0 on the same site. 
Good luck finding another method to solve your problem.
