One of \infty ways to accomplish your task is to Apply Plus to the inner
Lists:
Map[Apply[Plus,#]&,{a,b},{c,d}]
{a+b,c+d}

Your 2nd question is not quite clear to me. do you think of something
like
Select[{1, 2, 3, 4, 5, 6}, Function[{x}, x > 3]] ?
