Paul,

Tom Wickahm-Jones in his book "Mathematica Graphics" created a package
called ExtendedGraphics which defined a command LabelContourLines. This
command did exactly what you want. I believe that you can find a copy of
it on the MathSource website at
http://www.mathsource.com/Content/Enhancements/Graphics/3D/0208-976.
