PolynomialMod[1 + x^3 + x^4 + x^5 + x^6 + x^8 + x^11 + x^13,
    1 + x + x^3 + x^4 + x^8]
Out = 1 + x + x^2 + x^4 + x^5 - x^6 - x^7

Also:
PolynomialMod[1 + x^3 + x^4 + x^5 + x^6 + x^8 + x^11 + x^13,
    1 + x + x^3 + x^4 + x^8, x]
Out = 1 + x + x^2 + x^4 + x^5 -x^6 - x^7

and

PolynomialQuotient[1 + x^3 + x^4 + x^5 + x^6 + x^8 + x^11 + x^13,
    1 + x + x^3 + x^4 + x^8, x]
Out = -x + x^3 + x^5

I checked the solution, they don't seem to match yours. Maybe I am
misunderstanding your problem.
