Try the Add-On package Graphics`Arrow`. E.g.,

In[1]:=
<< Graphics`Arrow`
In[2]:=
Plot[Sin[x], {x, -2 Pi, 2 Pi}, 
  Epilog -> {Arrow[{6.25, 0}, {6.5, 0}], Arrow[{0, 0.9}, {0, 1}]}];
