Two suggestions:

M = {{a1,a2,a3,a4},{b1,b2,b3,b4},{c1,c2,c3,c4}}

        {{a1,a2,a3,a4},{b1,b2,b3,b4},{c1,c2,c3,c4}};

Drop[M, 1,1]+Drop[M,1,-1]+Drop[M,-1,1]+Drop[M,-1,-1]

        {{a1+a2+b1+b2,a2+a3+b2+b3,a3+a4+b3+b4},
        {b1+b2+c1+c2,b2+b3+c2+c3,b3+b4+c3+c4}}

ListConvolve[{{1,1},{1,1}}, M]

        {{a1+a2+b1+b2,a2+a3+b2+b3,a3+a4+b3+b4},
        {b1+b2+c1+c2,b2+b3+c2+c3,b3+b4+c3+c4}}
