The "scale" is controlled by the Plot option AspectRatio

Plot[{Sqrt[1-x^2], -Sqrt[1-x^2]}, {x, -1, 1}];

Plot[{Sqrt[1-x^2], -Sqrt[1-x^2]}, {x, -1, 1}, AspectRatio -> 1];

AspectRatio /. Options[Plot]

1/GoldenRatio

N[%]

0.6180339887498948
