mouse click with Mathematica 4.0

I would like to write a program with Mathematica, that draws tangents on
graphic objects such as circles. I would like the program to be interactive.
By clicking with the mouse on
a part of the circle, I would like the tangent to be drawn. I am not aware of
a command that knows where the mouse is while the program is running. These
features are a lot like Cabri Geometry, which allows things to be done while
on the run. Any help would be appreciated.
