First, equations use == vice =

Second, one of your list brackets was misplaced.

Solve[{(2+4*I)*a+(1+I)*b==118+24*I,(1+I)*a+(3+I)*b==110+I*0},{a,b}]

{{a -> 350/37 - (620*I)/37, 
   b -> 957/37 - (229*I)/37}}
