It isn't absolute necessary to write the definition this way.

m[a_, b_][t_] := a Sin[t] + b Cos[t]

In you initial posting you didn't define a and b as arguments of the
function at all. I think that is because you considered them as parameters
and t as the variable. Writing the above form cleanly separates the
parameters from the variable.
Also you can easily write the derivative with respect to the variable.

m[a, b]'[t]
a Cos[t] - b Sin[t]

But it is really a matter of taste and how you are going to use the
definition.
