Steve,

If you evaluate

Options[Cell] // TableForm

you will obtain a long list of options that control how a cell behaves and
looks. Among these options are LineSpacing, ParagraphSpacing and
ParagraphIndent. Look these up in Help.

Use Shift-Ctrl-E to open up your text cell and then add these options at the
end to get what you want.

Better yet, after experimenting, you may want to modify your style sheet to
define your own style of a text cell.
