You have to specify PlotRange:

In[1]:=
Plot[Sin[x], {x, 0, 2*Pi}, Frame -> True, 
  FrameTicks -> {{0, Pi/2, Pi, 3*(Pi/2), 2*Pi}, 
    {-2, 0, 2}}, PlotRange -> {{0, 2*Pi}, {-2, 2}}];
