A bug in Notebook ML DTD 1.0

I ran Turbo XML 
http://www.tibco.com/solutions/products/extensibility/turbo_xml.jsp on 

ToFileName[{$TopDirectory, "SystemFiles", "IncludeFiles", "XML"}, 
"notebookml1.dtd" ]

It gave me an error saying: "There is more than one attribute named "class".  

My guess is this was the intention:
