In the example paragraphs of the help browser and in some published 
notebooks there is a very useful object for structuring the text, viz. 
an arrow on the left hand side of a closed paragraph. On clicking on 
that arrow it rotates clockwise by 90 degrees pointing downwards and the 
contents of the cell are expanded.

How do I create such an object?
Any help is greatly appreciated.
