This is not unique to Zeta.  Exact numbers remain exact.

{E^3, Sin[3], Zeta[3]}

{E^3, Sin[3], Zeta[3]}

Use N

{E^3, Sin[3], Zeta[3]}//N

{20.0855,0.14112,1.20206}

or use an inexact number

{E^3., Sin[3.], Zeta[3.]}

{20.0855,0.14112,1.20206}
