Here's a hack using the fact the built-in BaseForm relies on 
SubscriptBox:

   Unprotect[SubscriptBox];

   SubscriptBox[a_, "\"16\""] := 
      StringJoin["0x", StringDrop[StringDrop[a, 1], -1]]

   Protect[SubscriptBox];

   BaseForm[3914, 16]
