Something like this might do the trick:

Expand[Normal[Series[1/((1 - \[Epsilon])*(1 - \[Sigma])), {\[Epsilon], 0,
1},
     {\[Sigma], 0, 1}]]] /. \[Epsilon]*\[Sigma] -> 0
