Try in this manner, I think that it is right:
In[1]:= matr = {{0, 1, 2}, {1, 2, 3}}
In[2]:= f = x m + p
In[3]:= Plot[Evaluate[f /. {m -> matr[[1]], p -> matr[[2]]}], {x, 1, 10},
PlotRange -> All]
Ok?
