There are 2 methods. First, you can do it manually.

Create a Text cell, type "Ctrl-," to create a 1 row/2 column grid, enter 
the text in the grid.

Or you can use AuthorTools:

Open the AuthorTools palette, press MakeBilateralCells, select 2 text 
cells, press Make Selection Bilateral.
