FWIW, on Max OS X running version 4.2.1.0 I see no difference between

Plot[x, {x, 0, 1}, Frame -> True]

and

Plot[x, {x, 0, 1}, Frame -> True, TextStyle -> {FontSize -> 12}]

except for the font size as expected.
