Sum[m[i, j], {j, 1,3}, {i, 1,j-1}]+
  Sum[m[i, j], {j, 1,3}, {i, j+1,2}]

m(1,2)+m(1,3)+m(2,1)+m(2,3)

or slightly shorter

Sum[m[i, j], {j, 3}, {i, j-1}]+
  Sum[m[i, j], {j, 3}, {i, j+1,2}]

m(1,2)+m(1,3)+m(2,1)+m(2,3)
