If z=f(r,theta) is given, convert (r,theta) -> (x,y).  For example:
z[r_,theta_]= Sec[r*3]*(2*theta-1); x= r*Cos[theta];y=r*Sin[theta] 
ParametricPlot3D [{x,y,z[r,theta]},{r,1,6},{theta,0,6},
PlotPoints->{15,21}]
