MathGroup:

I guess you could call this an undiscovered feature for Mathematica
5.0.1 on Windows 2000; but I use it regularly without problems.

To scroll notebook pages up or down one line at a time, use
Ctrl+UpArrow and Ctrl+DownArrow.  To do continuous scrolling, just
keep both keys depressed.
