1) Use the menu Formal > Option Inspector.
2) Change the scope from selection to notebook.
3) In the Lookup field put Background and hit enter.

The "top Section" should be a Section. The "other Sections" should be 
Subsections. Select the cells you want to change and use the Format > Style 
menu.
