Hi,

ll=Partition[Table[4*(i - 1) + j, {i, 4}, {j, 4}],{2,2}];

Join @@ Transpose[
          Partition[
            Join @@@ Partition[
             Flatten[Transpose[ll, {2, 3, 1, 4}], 2],
          2], 
        2]
       ]
