This would be correct if all of the small boxes had the same orientation. Consider, you can get 16 of the small boxes in a space 45 x 45 x 48 by laying one 45 x 45 x 3 box on top of the other 15 so that the 3 cm side is perpendicular to the 3 cm sides of the other boxes. Your formula above predicts only 15 can be stored in this space.
