Well, we could go round and round in circles on this. My definition of
a bug, is something that makes an operable system inoperable. Surely,
what we are talking about here is a simple mistake in documentation and
Mathematica remains operable, amazingly enough.

I don't know. Maybe. Maybe not. I wouldn't dwell on it too much. I'm
sure that it really doesn't stop you from using the software to
accomplish what you need to.
