Here is one way:

v = {1, 1, 1, -1, 1, 1, 1, 1, 1, -1, -1, -1, -1, 1};


With[{u=Split[v]},{Count[u,{Repeated[1]}],Count[u,{Repeated[-1]}]}]

{3,2}
